Why have ray tracing video games been a failure so far?

It's not necessarily a failure, it's just a technique that's hasn't been widely used with games & hardware that fully supported has only been around for a few years. It can take around a decade for the technology to be properly adopted by the game industry & make it affordable to implement in all graphics cards in general.
It'll only considered a failure if the industry doesn't choose to adopt it for the long run (like the general rejection of stereoscopic 3D displays, which something that Sony tried with the PS3 & some of the games. Nintendo experimented with an auto-stereoscopic 3D display with the 3DS series, which they depreciated over time with the release of the 2DS series).
Just give it time & let the general market decide.
