With an IRA, can I invest in cheap (low maintenance cost) indexes?

I’m looking to roll over 2 old 401Ks into an IRA. I’m not willing to spend a lot of time looking for a diversified list of bargain issues.

Yes. Many companies offer that option.

You could rollover your 401Ks into a Vanguard IRA.  There is no fee if your investments are self-directed.  You don't have to buy their products, but their fees are very low.  I am one of their satisfied customers.
