Your parents, your teachers, your guidance counselor. Probably the guidance counselor as NOT registering could mean you can NOT get scholarships for college.

I'm going it now! That's the whole point, they don't necessarily know about you until you do register.

If you reach age 18 without knowing, claiming you live under a rock would insult the intelligence of anyone that actually does.

    There is no INDIVIDUAL notification.

How do they do this? Do they call, write, visit each and every individual required by law to register?

How did you become aware of the situation in Iran? How did you become aware of the hurricane in Puerto Rico? It comes out in the news, in public service announcements, it won't be a secret.

A war would have to be declared by congress first.

    Article I, Section 8, Clause 11

Article I, Section 8, Clause 11 of the U.S. Constitution grants Congress the power to declare war. The President, meanwhile, derives the power to direct the military after a Congressional declaration of war from Article II, Section 2, which names the President Commander-in-Chief of the armed forces.

      DEAD WRONG.
Registration is legally mandatory NOW. Even if Congress declared war, that wouldn't reinstitute and actual draft.
