50 years ago the University of Florida had at least three full time electricians. My guess is there were quite a few more, but I think three is the most I ever saw together.

They'll have a facilities team; it may or may not include electricians

Large universities must have maintenance crews on staff full-time. Whether that includes specifically an electrician? Probably.

Absolutely.  Any organization that has multiple buildings will have a team of electricians to do repairs, check for safety, and do new installations.

The only other possibility is that they have the electricians through a contractor, so that the university itself doesn't employ them.
