In Spain, it's an offensive, derogatory, slang term for a Hispanic person from the Americas.

Panchito is a diminutive form of the masculine name Pancho (as in "Pancho Villa").  Which is itself a nickname for Francisco.

It means little Pancho.    Pancho is a nickname for Francisco.

An example is "Bobby" for Robert.

    Edit:  Francisco
