Academy Awards: previously, to win the Oscar, each member voted only on his/her area and best picture to choose the one. (question below)?

In what year the Academy changed the rule and allowed everyone to vote on all the categories to choose the winner?

They didn't. Voters still only vote in their area.

In a recent interview, Stephen King described how he can only vote in writing catagories, for example.
