Why do Californians worry about straws in the ocean but not raw sewage?
And to add to that most of the plastic is from China.

People worry about whatever the media manipulates them into worrying about.
It is in the interests of the media to promote worry, because it makes the advertisements they run (which fortuitously promote escapism from worry) more effective.

Raw sewage dumped into the ocean can be neutralized by ocean life IF it is well monitored and not overwhelming. Whereas plastics can't be neutralized.

Better yet, why is it that the plastic straw worriers ignore plastic water bottles which are a far bigger problem?

First, they do worry about raw sewage and mostly deal with it. Second, raw sewage, even when in large amounts, will get addressed naturally in a fairly short time-distance window. Plastic is relatively indestructible by natural earth-surface processes. Just the opposite of sewage. Does one have to be responsible for a problem before acting to try to fix it? It seems as though that is your argument: Californians aren't mostly the cause of plastic pollution so don't need to worry about it. It seems a false argument to me.

I'd guess because straws can't be bribed to vote for Santa Claus in future elections. At one time the compassionate libs had considered giving away rubber trash cans so that the homeless (10 percent) and useless (90 percent) could use them for storage and shelter. As long as they have voting rights they will be allowed to live on and crap on your street. But not the street of the politicians who allow this to happen in the once great nation.
