What does "deterrence" mean in this sentence?

The constraints on Japanese conduct, however, military deterrence and trade restrictions, were not in Hull’s hands.

    This is referring to Cordell Hull. Just before world war II. He was secretary of state at that time. It means in that possition he didn't t have the power to actually so much.   Certainly anything involving military force or with trade restriction laws.

    Deterrence==To make less likely. Moderate the chance.
