Guns are not the problem but bullets are, why not ban the sale of bullets to civilians?

Then eventually the bullets will run out and the problem of gun violence will be solved.

Update:

According to what I have read approximately 96 percent of violent crimes — including shootings — would likely still occur even if every suspect with a mental health condition was stopped before they carried out an attack.

Plus, the Constitution provides a "right to bear arms" but there is no right to "bear ammunition"!  The problem is ....ammunition can be manufactured by the individual.  Many people engage in the hobby of "reloads".  You will need to ban ammunition, brass, primers, bullets and powder.  All you will do is create a black market for these things.

A bullet generally doesn't do anything without a gun, and it isn't that hard to make bullets, lots of people make their own.

Haha no, not gonna happen. Many people who own guns for hunting or sport/competitive shooting don’t use commercially made ammo—they load their own custom ammo. You would have to find a way to get rid of all gun powder, primer compounds, all plastics that make shells and wads, and brass.  That would singlehandedly destroy the economy.  Seems like it would be a lot easier to get to the root of the issue and make mental health care accessible to everyone.

The bullets will not run out, because there are more bullets than humans. They would run out of humans to shoot before they run of bullets. If they tried to run out of bullets, then the probably of gun violence would be solved -- because no one would be left alive.
