Why can't I have a landline & account different from my housemate? U-Verse says only one landline account per house.  How to circumvent?    ?

Just tell them it's a different apartment within the same building and you want a separate service.

    They should understand that.

A landline is a physical cable.  It isn't software.  You can contact them and ask how much it will cost to have a second physical wire pulled to the house.  We had this done around 20 years ago, since my husband needed a second line for work.  At the time it cost us around $500, but his employer paid for it.  Presumably the price has risen over the years.

Home telephone service is provided via a twisted pair of copper wire.  If there is only twisted pair delivered to your demarcation point then only one line is available.
