Was it because they switched from good politics to philosophy
then back again, with no good results?
If people are "moving out" or if no people are "moving in"
doesn't that tell us something.
We need economic social indicators like that to back-up
what in all likelihood is a reasonably simple problem.
So possibly & intrinsically "tied-in" with it's surrounding area
which should also include the delineated local & governmental
areas of the past & now presently. Perhaps the city is
now getting LESS funds from the state or government for
some new population problem, or even SOME PREDICTED

If you look at the state's that are the worst off you'll find that most of them are blue (Democrat) states. Illinois is no exception.
