I have money that was put in my savings account and it says “owners dividend payment 2019.”

What is this??? Is this money for me? I tried looking it up and calling my bank but the line is always busy and I was waiting for so long and I’m like screw it.

What is this money?

No it’s a different bank account.

Credit unions like to use this term. I've never seen a bank use it. Credit unions are not exactly the same as banks. The owner's dividend can include more than just interest on deposits. My credit union pays interest but also pays a dividend for certain other activities - using their credit or debit cards a certain number of times, or for having open loans or lines of credit through the credit union - they 'give you back' a tiny portion of the interest they are charging you.

Is this at a Credit Union?

Credit Unions call their interest paid to account holders "dividends".
