    There is insufficient information to determine the answer. What kind of pump? What are the pressure limits on the system? Does the pump run continuously or is the operation intermittent?

    p = ρ g h

    p = 1000*9.8*(4*3.5) = 137200 Pa = 1.354 atm

    no need of pressure reducing valve
