How to size pump head for pumping water down building if fittings pressure not to exceed 3.5bar? ?

First you need to determine the static pressure in the piping at the bottom of the building when there is no liquid flowing. Assuming that is below 3.5 bar then you need to select a pump that has sufficient capacity at shut in pressure of less than the 3.5 bar limit minus the static pressure in the system.
A centrifugal pump would likely be a good choice but even then you would need controls to recycle some flow so it will not exceed the 3.5 bar at the bottom of the building and shut off the pump if there is no flow so the pump will not over heat and fail.
