Can you use Honest & fair in the same sentence.. Something like... "I'm really hopefully for a fair & honest assessor to mark my paper"?

    Of course you can.  Fair and honest are different things, even if they do have a powerful relationship.

    Yes, but you might try: I hope my paper will receive (or be given) a fair and honest assessment.

    Yes, you can do that, but say 'I'm hoping for a fair and honest assessor to mark my paper'. 'I'm really hopefully' is not good English
