If a manager cancels one on one meetings often, is that a good sign?

    It's probably a sign that they're struggling to keep up with an overwhelming workload.  Overworked and underpaid.

    If they rarely or never reschedules them, I would consider it a bad sign, indicating that the manager prioritizes his/her people below other things on their to-do list.

    Of course, if you're an employee who simply wants to be left alone to do your job, and are doing it well, then you might  welcome  not having to meet with your boss.
