If the outcome of an event could change due to the observer, does the Universe exist to create intelligent life like us?

We observe what we make, not made by some outside universe. It's holographic.

Maybe so. Intelligent life is the universe trying to understand itself.

If you are talking about quantum physics, you have it wrong. To "observe" sub-atomic particles, you have to put them through an instrument to measure anything about them. It has nothing to do with being perceived by a mind.

The wavefunction collapses when a measurement is made. But the state it collapses to is totally random. And a measurement doesn't have to involve an intelligent life form. In quantum mechanics, any interaction of a system of particles with its environment is called a measurement.

Probably or Probably not

A nonsense "if statement" almost invariably leads to a nonsense conclusion -- as here.

By "us" do you also include observers such as horses, camels, crocodiles, birds, rats, ants and the rest of the animal kingdom?
What is so special about a little hairless primate that swung down from the trees hundreds of thousands of years ago?The universe in all it's immensity does not exist just because of a spec of a planet and it's ephemeral inhabitants.

No, it does not. Many humans are abysmally ignorant and many of them seem to be pathologically proud of how uninformed and truly ignorant they are. They are toxic and destroy or damage almost everything they are involved in. The damage Trump has done in 3 years will take decades to recover from.
