Can I play D 3 football if I only play 1 year of high school ball?

Yes, it is possible. However, your chances of playing college football will depend on your performance in football during your senior year of high school. If you perform very well in football next season, you will greatly improve your chances of getting recruited to play for a Division 3 College Football program.

Probably not but look into open tryouts. That's usually how it works as the better
hs players will likely go to a D1 or a good D2 / Junior College hoping to transfer.

You don't need to have any experience to play in college much less a D3 school. It all depends on your abilities which you display during walk-on tryouts. Nobody here knows what your abilities are.
