My Dad neglected his elders horribly. Does this mean when he is old I do not need to take care of him until he is dying?
Once they were dying he was generous to them.

Nothing is stopping you from making that decision but it would be better for the sake of your own conscience to do all you can for him. Why be like he was when you could set a good example by being all those things that he was NOT? Why let hate, idleness, and a non-caring attitude go forward into another generation. Nip it in the bud now.

Too many variables to consider in order to make that decision. Did he treat you good or bad growing up? Did his parents neglect him when he was growing up? Was there an underlying reason for him neglecting his elderly?

Elder neglect / abuse is illegal. You can be arrested for that.
