Why Do Clock Faces Have IIII Instead of IV?

I have never seen one, so I looked into to it. There are two arguments:
1. number of pieces needed for cast letters.
2. Artistic balance.
I happen to believe it is because some one wanted to be different and others copied them. Big Ben for example has IV.
