Why do some cctv cameras show slow frame rate speed and not normal live feed if this makes sense?

In stores they have cctvs that display videos but very slow like 3 frames a second. I dont understand why that happens. Can you buy cameras that are better then those slow ones if so how do I search for them

    Security cameras have slow frame rates because it uses less tape/memory.  It's generally the recording process, not the camera itself, that's responsible for it.

    If the camera has a separate "video out" line, it's typically normal speed for remote monitoring.
