Getting drunk in the back of a taxi cab is okay because you paid for the ride right? It's legal because you aren't outside in public right?
I mean if someone doesn't have access to a car or friends who can give them a ride after partying and they call a taxi cab but have a few drinks and start talking and cursing a little, get a little undressed and start flirting with the driver can they get in trouble legally speaking?

It's state law dependent. Often, the driver and alcohol need to be separated. I live in Las Vegas. Drinking in public is mostly legal. Drinking isn’t allowed within 1,000 feet of a church, synagogue, public or private school, hospital, withdrawal management facility or homeless shelter. Glass containers are not allowed on the Las Vegas Strip. If liquor was purchased in a closed container, it may not be consumed on the premises, or within 1,000 feet, of the store. But if a drink is purchased in an open container, like, say, a plastic cup, then it is legal to consume the beverage in public.
There are special licenses issued for limousines and party buses. The taxi company will tell you what is allowed in their taxi and how to dispose of it.
By age, for under 21, the laws are specific.
Not illegal for under 21
* Special exception about Calling for medical assistance for another young drinker.
* Possession for an established religious purpose;* Possession in the presence of the person’s parent, spouse or legal guardian who is 21 years of age or older;* Possession in accordance with a prescription issued by a person statutorily authorized to issue prescriptions;* Possession in private clubs or private establishments; or* The selling, handling, serving or transporting of alcoholic beverages by a person in the course of his or her lawful employment by a licensed manufacturer, wholesaler or retailer of alcoholic beverages.But, under 21 cannot be in the bar section.
Public intoxication is not illegal in Nevada, but disorderly conduct and distrubing the peace are illegal.

Depends on the laws in your area.
But normally there cannot be open liquor in a vehicle unless there is a partition that separates the driver from the passengers.
Inside a cab is considered to be 'public". You can be arrested for being "disorderly" in a cab. However the cab company wants your money more than they want you arrested, so unless you do something that would endanger the driver (or others) or become violent, ill, etc., they are not going to call the police.

There are a couple issues here. The first is what your state's open container laws are and whether you'd be allowed to have an open container of alcohol as a passenger in a taxi. If the open container laws don't prohibit it, then it'd be up to whether the taxi driver will allow it. Just because you're paying the taxi fare doesn't mean you get to do anything in the back of the cab that you want.

Paying IS NOT the legal issue.
In most US jurisdictions, open container laws don't apply to passengers in taxis, but that is different than claiming it is legal because you paid. If that were the criteria, your friends could pay you to drive them home and legally drink on the way, which isn't legal in most US jurisdictions.

GETTING drunk in the back of a cab could be an issue. BEING drunk in the back of a cab in itself isn't an issue(drivers expect this to happen from time to time). Start cursing? Yeah driver can stop and tell you to get out. Start getting undressed? Driver probably will stop and tell you to get out. Start flirting? Driver might ignore it or might tell you to get out, also depends on what your flirting is. Just comments is more likely to get ignored. Start trying to grab or fondle the driver and that can be sexual assault. Remember the driver can refuse to give you a ride and can end the ride early. They realize they will get drunk passengers and if you act reasonable they will take you home or wherever.

It's public intoxication.
You can be thrown out of any means of public or private transportation for inappropriate behavior. I'd suggest you not drink until you are old enough to take the driver's test.
