The public can enter the US Capitol.  If you do not book a tour, then you are very limited as to where you can visit in the building.  Tours are free and can be booked in advance or on the day of your visit.  They are timed though, so you may have to wait a while if you show up to book on the same day. You can also book in advance through your representatives in the House or Senate.

There are free tours, but you need to get a pass from your member of Congress. Contact their office for your district or state.

Usually yes. However, you can't park near it, so expect a long walk. Also, expect some security screening. There are restrictions on what you can bring with you.
