If I switch to 10's on a Les Paul with 9's would I need to raise the action?

There's no reason why you should. You might even find you could lower it a tad.
Trying it is the only way to tell.
For decades people have made changes to string gauge and not needed to make any adjustments at all. On the other hand, over time, adjustments might be needed even without changing string gauge.

Lower a bit, depending on the degree. I think 9's are too light for LP's.

Switching to 10's should not be a problem. In any case, strings are cheap enough to allow you to give it a try and see what happens. Good luck!

hmmm maybe (try it and see). I may be off in this, but seems 10's would exert more pull on the neck, bowing it ever so slightly, so action would already be a tad higher.
