Is it Mehmed or Mehmet in Turkish? What is a proper way to write this Turkish first name?

What you're talking about is transliteration. The Turkish alphabet is different, and names can be represented in the Roman alphabet in different ways. Sometimes people get to choose. Sometimes it happens for them when they get a passport.

It could properly be either one, the same way it could be Allan or Alan.
