why don't more people put down Fescue sod on their lawns instead of every year trying to grow new Fescue grass?

fescue sod is much more drought tolerant the next Summer than if you just seeded your lawn in the previous Fall ? (due to Sod having roots already developed much more than what new grass would do if you didnt water it?)

does Sod have to be watered by a sprinkler system when gets up to 100 F repeatedly in the Summer? so do you need to have an irrigation system if dont have time to water it every day in the Summer?
