What is the implication of this equation; X' = X - VT is it a transform?

    It is a transform.  It is giving the position x' in a different frame of reference.  You are calculating the position in the dashed frame of reference ( x') given that you know the position in the OTHER frame ( x) and that the velocity relative to that frame is V
