Do you really want to know which is a more practical way of generating electricity?  Wind is way far ahead of waves.

Every interaction causes a mechanical loss. Wind strikes the water to make some waves, ( lunar activity is another cause of waves) and some loss occurs. With a wind turbine you have a direct correlation with the wind moving the fins but those move the transmission in the generator and there is a loss. There is an exciter circuit required in a wind turbine so it takes electricity to make electricity. Wind generation is only about 65 percent efficient.

Anything put in the ocean has very high maintenance costs. In the wave generation field, all the projects I have heard of failed due to the difficulty in keeping such an operation going in an unforgiving environment.

depends on how you measure efficiency. Both are very low.

for example, if you took all the energy in waves compared to the electric power generated by the few wave generators, the number is miniscule. The problem is how do you determine the energy of the wave base? the waves nearby?

Similar problems with wind generators, what portion of the wind do you take as the base?
