It means every historic figure you ever heard of lingers in the collective memory because they did something out of the ordinary. Meanwhile the average Joe lived his life, raised his kids and never sought to change the world.

The theory is that history is made by people who are unhappy, unsatisfied, who challenge the status quo and force big changes to happen. Revolutionaries, social reformers, etc. People who are happy, who are satisfied with their lives, don't try to change things. They live their lives in peace and relative serenity.
