What does 'sorry' mean here?

Sorry about today - will rearrange for some time soon.

Do you think this is genuine and would you say this to someone you cared about?

    It's a load of crap. People who are sorry will rearrange straight away. "Sometime soon" means "whenever I feel like it, which is probably never, because clearly I don't feel like it now."
