If Congo is the richest country on Earth why are its people so poor?

The Democratic Republic of Congo is widely considered to be the richest country in the world regarding natural resources; its untapped deposits of raw minerals are estimated to be worth in excess of U.S. $24 trillion.

    First of all, untapped is not money in the pocket.  Second, the place is jungle in large  part (although "jungle" isn't what I would call the southeast where lots of the mineral wealth is), and third, there is no honest and unified government there that the people accept, support, and like so want to help it maintain order in the country.

    Order and good government are boring but they are necessary or you are simply dealing with gangs and anarchy.

    Because there's a civil war going on. That limits development of those resources.
