Why will USPS refuse to tell you what forwarding address your mail is going to? Are they trying to protect the criminal?

Some hacker forwarded USPS from my house and USPS refuses to tell me where my own mail is forwarded to. I can't even find the person to sue for identify thief. Why will USPS refuse to tell you what forwarding address your mail is going to? Are they trying to protect the criminal?

You can write "Address Service Requested" and mail something to get the forwarding address so the information is not exactly secret. Perhaps a FOIA request is needed.
