Why do companies hire people that don't understand English when they are dealing with English speaking customers on the phone or chat rooms?

Because those companies have a worldwide clientele and have German customers, Australian customers, Japanese customers, and customers from many other countries. It's not all about us you know.

You can easily ask to speak to someone who understands English.

The call centers are normally overseas and people there are paid a lot less.

So, for the companies, they believe that it is worth the trade-off.

To be fair, I don't think that many companies want to help you, anyway.  They just just want you to feel that you are being helped and your issues is being addressed.
