Can a waste pipe be put on the front of the house in a conservation area?

My house is in a conservation area. The easiest way to take the waste pipe out of the house to the manhole, would be to put the waste pipe on the front of the house. Is it permissible to do so in a conservation area as it would visible on the front wall?

    Typically that pipe is set in place before anything else and runs out from under the house to the main waste line.

    You need to contact your city.  There are building codes for a reason.
