Thrift store, offer up, craigslist.  for used ones.  You can go to a place that sells damaged appliances. While shipping some frigs, washers, dryers, and stoves get damaged. some scratches and minor dents. And they are still under warranty, new, never used by anyone else, but can sell for 40% less or more.

Appliance repair  places in your town. Use the telephone book for your city.  They are advertized THERE.    Then just go there and see what they have that is repaired and FOR SALE.

You could try several places:  a used appliance store, Craigslist, the Sears Appliance Outlet.  (I assume by "cheap" you mean "good quality, but inexpensive", and not literally "one that will fall apart in a year, has only one water level, and the temp is controlled by how long you set the wash programme for".)

Do you want a new one or a used one?

If you want a new one, you might see if your closest Lowe's or Home Depot has any marked down "dent & scratch" models.

Check the 'Free/Giveaway', or 'Appliances for sale' sections in your local Buy, Sell, and Trade paper.
