Ordinary UK citizens cannot find someone's name or address by searching their car registration so how can ParkingEye, a parking enforcement?

    They have an agreement with the DVLA.

    Because they have access to the DVLA as a legal parking enforemen agency

    Organisations such as that can apply to the DVLA and pay about £3 per access to privilidged information such as owner addresses. This is regulated and Joe public cannot access this.
