    There are 36 possible rolls.  1,1 ; 1,2 ; 2,1 are the only rolls that don't total 4.

    Being coloured has no affect. What does make a difference is how many sides.

    Presuming the dice are each six sided, getting a sum of at least four. 3/36 (8.333%)
