The wording in the first sentence has a better flow to it.

The first one is correct but why shouldn't you make a phone call while cooking exactly?

I believe they are both grammatically correct. Don't make a phone call while cooking. Don't make a phone call, cooking. In the latter sentence, the comma indicates a omitted word.
