Looks like a species of the genus Tantilla to me. Not sure what species. They are totally harmless. Some snakes in the genus are known as black-headed snakes, for obvious reasons. Others have names such as crown snakes. The snake in your picture does seem to have a black head and a brown colored body.  Could be a black-headed snake.

Probably Texas brown snake or possibly marsh brown snake. Definitely Storeria dekayi. Quite harmless although rare individuals will try to bite.
