Can yelling cause permanent damage to the throat?

If it can, how do I talk to my dad about he consequences of yelling and how it affects me and including him? If yelling can cause permanent damage to the vocal cords, can the damaged vocal cords to be repaired by themselves over time? Because my dad yells a lot in response to anger. How can I tell him that he needs to take anger management classes?
