Is being a writer also being an artist? ?

Writers who writes fictional stories, are they sort of artists? Art comes in different forms. There is visual art, music, dance so can your imagination also be art in words?

Writing is one of the fine arts, but writers are usually referred to as writers or authors or novelists or historians, etc.

In a sense, yes.  This is called "painting a word-picture."  Describe your characters and/or the setting in such a way, that you give the reader a sort of "you-are-there" feeling.

Sometimes writers are artists. Poets and song lyricists are artists with words. Some fiction writers can "paint" a moving scene with the words they use and the ways they use them. Others are good storytellers but can't paint a setting or describe a room. Action is their strength. They can have the maid discover the body, but not how the body lay or anything about the room it lay in.
