Here's the formula for any percentage change problem:
(new - old) / old × 100%
Basically you figure out the amount of the change, divide it by the original amount then multiply it by 100% to make it a percentage.
Note: This works for an increase or a decrease. If it is an increase, the resulting number is positive. If it is a decrease, the resulting number is negative.
In your case:

new = 157 (million)
Plug in your values:
