is sunlight passing through blue or green plastic harmful to eyes?

If the original light is 'normal' then passing, then no, passing light is actually less harmful.

Yep, if it's intense enough and/or if the plastic is thin enough.

It does not increase its potential harmfulness when that happens, no. The plastic does not get rid of possible harmful aspects though either, at least not generally speaking. It depends on the filter, what the filter actually filters and not just the main color that is let through.

The red or green plastic isn't going to change the potential for harm from the sunlight.
Or, in other words, the sunlight will always be equally harmful, independent on the colour or presence of the plastic.
