What could cause a person to get on the freeway in the oncoming lane?
Could it be that the driver is in a drunken state, or in a drug-fueled state? Here in Las Vegas, it has happened three times in the past three weeks or so, and multiple people have passed away from it.

Drunk people usually do that at night because they think they're taking a short cut but during the day, it can be disorientation and some times bad signage. Case in point, there's an offramp near where I work. It feeds onto a 3 lane one way street. When there was road construction, the cones were poorly placed and it made it look like the street was a two-way and I saw several cars turn down the wrong way and a few made it onto the offramp before they realized their error. Even without the construction, I see someone at least once a month. The one-way signs are not at eye level. Only on the traffic light pole. Also the wrong way signs don't have the flashing red lights which I definitely think they should, especially on the off ramp. I'm quite shocked there hasn't been an accident. It's also in a weird area where most people wouldn't expect one-way streets. it's only the streets that parallel the highway but it's a mostly residential area.

If you watch Live PD, it happens all the time when people are trying to evade the police. It's really scary. So many people are driving impaired, and with drugs in the car so they don't want to be stopped.

It could be that the signs don't make it clear which ramps are exit ramps and which are entrance ramps. It might help to have better signs so drivers don't make mistakes.
Another possibility is that the drivers are doing it deliberately, because they lost money gambling.
A law saying that when you park at a casino, you don't get your car back if you seem drunk or suicidal might help, but would probably be a bad idea, because parking lots valets might not be qualified to decide who is too drunk or suicidal to drive.

Some people who do that could certainly be under the influence. We've had that happen at one particular freeway section nearby because the signage at the freeway entrance is confusing. So people who aren't familiar with the area have accidentally gotten on the freeway going the wrong way. When it's very early in the morning or late at night, you might not realize it right away.
