Per capita income is $21,000 in the Dominican Republic and $1,700 in Haiti. How can one island be so unequal? ?

    Haiti has a lot of problems. I have worked in international aid, and Haiti is perhaps the most challenged place I've been. 

    You are correct in that the island of Hispanola contains both the DR and Haiti, and while the DR has problems of its own, it's far better off than Haiti. 

    While the issues that have led to Haiti's extreme level of poverty are numerous and complex, a lot of them boil down to differences in government leadership between the DR and Haiti. Haiti has an unfortunate history of inept and kleptomaniac dictators who did not lead the nation well and plundered its resources.

    the rich elites live on one side of the island and the poor on the other.

      Haiti is not poor because of the Dominican Republic.

    Take a satellite view and notice that the Dominican side of the island is green while the Haitian side is brown. Soon after the Haitian revolution drove out the French colonial masters, the new leaders of Haiti sold all the timber to foreign interests and left the island, taking their profits with them. With all the trees gone, Haiti became a land with no top soil. No soil = no food. 

    Along with that, for many years Haiti was shunned by other nations. Haiti is unique in that it is the only nation established by a successful slave revolt. In it's early years it was surrounded by nations heavily invested in slavery (USA, the Caribbean islands) who naturally hoped for and worked for the failure of the Haitian nation.
