Can you put an electrical line in the same hole as the water line for a fountain?

not a good idea unless the power line is underground rated cable. even then, i'd put it inside watertight conduit [pvc, properly fused together] if they are in the same trench. It would take only one water leak and poor insulation for the power line to short the power ... and then you'd have to fig up the whole mess and do it over

Just get a low voltage pump and you don't need to worry about where the cable goes (as long as the transformer is indoors).

Only if the   electrical  wire is  low  voltage (under 42  volts)  otherwise it  must  be in its  own    trench..

I'd go with grampa Spock on this one, put it in a watertight pipe/conduit for safety's sake. There may in fact be rules about this wherever you are, I'd ask.
