    Yes, with the labour shortage in Japan getting women into trades is a thing. Start with Japanese language ability.

    Universities in Japan with civil engineering programs:

    Note most of them offer the programs only in Japanese.

    Graduating from a university in Japan does not give you the right to work in Japan.
