How can state and local governments justify banning flavored vaping products, but not cigarettes?
I understand kids like fruit flavors, but everybody likes fruit flavors. Also the kids are already addicted, wouldn't this cause many to switch to tobacco products?

Gov didn't ban Vapes tobacco company's eliminated their competition through gov lobbying thats why it seems to not make sense because the motive is hidden behind a wall of lies buried in money and corruption, you could even tie big pharma's cancer cash cow to it, they make billions treating cancer rather than curing it. theres no money in health, theres big money in treatment the longer the better.

There is no scientific justification to ban any legal market vaping. Bans are pushed by the fear of some people dying from black market THC vapes laced with vitamin E, which is known to shut down the lung's ability to breathe.
The only ban that's justified here is banning the use of vitamin E in vaping production.
But much like cannabis prohibition, there are special interest groups/industries that stand to profit from illogical bans.
Big tobacco is a mixed bag, not all companies in it will benefit from a ban as many of them actually have invested a lot in the e-cig industry.
The main industry that'll profit from any vaping ban in the pharmaceutical industry that profits from cancer. Ecigs are effectively preventing millions of potential cancer cases from occurring as people are no longer smoking.

Because vaping isn't very widespread yet

Because nearly 1 in 2 citizens smokes tobacco. You could also ask why don't they ban alcohol, which is a toxic drink that has caused many car accidents. The answer is it's part of "our" culture and almost everybody does it. People who don't drink alcohol are often called weird. People don't want to accept it has bad consequences, because they associate alcohol and cigarettes with social events (feasts, parties, celebrations and the like).
