When counting carbs from a product in Mexico, do you subtract fiber from total carbs?

I have some tortillas from Mexico and i was told by a stranger that in Mexico they already subtract the fiber from the carbs. For example 6g carbs & 5g fiber in mexico would still be 6g carbs?

When it comes to product labeling such as carbohydrates, and fiber, both are counted as separate, no matter what part of the world something is from. So there's no need to do any subtraction.

It it's from Mexico I think you first have to convert the grams into liters, then multiply that by .67 to get the correct answer to your question.

Learn  the differences between grams and liters, and which is the smaller of the two. Here's some help to get started.
