According to the points & level system of Yahoo! Answers, the level system caps out at Lv 7.
The level system does restrict activities of users, mostly as a protective throttling measure. The points system also helps to limit the activities of bots & trolls, since you must spend points to ask a question (costs 5 points to ask). While all new users start with 100 pts, that limits a users to ask 20 questions over 4 days (as Lv 1 users can only ask 5 questions per day) before they have to contribute with answers.
If a user's question or answer gets removed due to violation reports, you're penalized 10 points. While you can request a manual appeal on the post in question, it effectively becomes a "Double or Nothing" deal as losing the appeal will result in losing an extra 10 points (for a total penalty of 20 pts). However, a successful appeal will recover the lost points & your post gets restored.

in Y!A? no level 7 is the highest. no point in reaching level 7 tbh unless you are on here all day asking/answering questions most people now a days really just use it to troll by moving peoples questions around into the wrong categories.
